Found in the Funhouse (outside) in the Rattkin Ruins. When you step on Plank on level 3, chain shoul fall - hang it on chain. Then use Spool Handle on Spool on level 2 to wind it up - it will help you jump high (dring Feather Weight before stepping on Plank).
