He resides in Ukpyr. He will enlist you into I.U.F. and give you your first orders. Go with them to Sgt. Kabomm, and then to firing range. Then return to him (with orders #3). He will give you next mission: to investigate Tramontane Forest. There you'll find K'Borra T'Rang. After doing what you decide to do return and report to Sgt. Balbrak. If you decide to kill K'Borra, tell him the truth. Otherwise tell him that there was no T'Rang (because when you tell him that there was T'Rang and you killed him, he won't belive you and won't give you next orders). He will give you Orders #5 and Yamo's Dispatch for Rodan Lewarx. You must deliver this orders to Rodan, so don't kill him now if you are planning to do it. You will also get Humpa Card - a key to Humpawhammer, a teleport which will transport you immediatelly to the New City, to Umpani Detache, where you'll find Rodan. When you deliver orders to Rodan, return to Balbrak - he will give you your (almost) last orders - to go and meet General Yamo itself!
